        Dale R. Todd, Ph.D. and Cynthia L. Peterson Todd, BA. are the owners of Phoenix Counseling Consultants, Inc., a State, Court and DSHS certified domestic violence program located in Everett, Washington. They have both have obtained Program Manager/ Supervisory status per WAC 388.60 after completing extensive experience and training.

        This office is fully registered and certified with the State of Washington Department of Health/DSHS and meets all standards of WAC 388.60 for completing assessments and treatment.
       

        Together we have over 58 years of combined experience in criminal justice, mental health and domestic violence work. This program is endorsed by numerous local community entities for our excellent work in the domestic violence arena.

        It is our belief that all persons, men, woman, and children have the right to be treated with dignity and respect at all times and to live their lives free from violence/abuse.             Dr. Todd has completed more than ten years of college and holds a fully accredited Ph.D., Doctor of Philosophy Degree, in Business Administration and  Criminal Justice Administration from Northcentral University (NCU, 2003 to 2008), of Prescott Valley, Arizona. NCU is fully accredited by The Higher Learning Commission, North Central Association of Colleges and Schools as recognized by both the Council on Higher Education Accreditation (CHEA) and by the United States Department of Education. In addition, NCU is an accredited member of ACBSP which is also recognized by CHEA. NCU is classified as a Doctoral Research University by the Carnegie Foundation for the Advancement of Teaching. 

        Dr. Todd also holds a fully
accredited Masters Degree in Public Administration (M.P.A.) and Criminal Justice from City University of Seattle, Bellevue, WA (1989 to 1991), which is also accredited by the HLC-Northwest Commission on Colleges and Universities which is also recognized by CHEA and the U. S. Department of Education.   
          
       
He holds a fully accredited Bachelor of Applied Science Degree (B.A.Sc.) in Psychology from Westmar College, LeMars, IA, (also known as Westmar University), (1975 to 1977) which was also accredited through the Higher Learning Commission, North Central Association of Colleges, and Schools which is also recognized by CHEA and the U.S. Department of Education. 
          
        Finally, he has an Associate of Applied Science Degree (A.A.) in Police Science Technology from Western Iowa Tech Community College, Sioux City, IA (1973 to 1975)
.  

          Dr. Todd is a graduate of the Iowa Law Enforcement Academy (1980) and the Correctional Officers, and Correctional Services Supervisors Academy for the Washington State Department of Corrections (DOC).
          
          Combined, Dr. Todd has over 30 years of relevant experience including former Deputy County Sheriff 1st Class, Washington State Community Corrections Officer (State Parole Officer), Correctional Mental Health Counselor and Washington State Certified Domestic Violence Counselor. He is also MRT certified (1995).
          
          Dr. Todd is a professional member, and a Clinically Certified Criminal Justice Specialist, through the National Association of Forensic Counselors #18728. This certification includes verification of educational attainment (Master Degree), substantial experience in correctional case management (Dr. Todd completed 4,800 verified hours) and includes competency testing before certification is granted. There are approximately 33,000 members in this professional organization representing members throughout the United States. 
          
          He has obtained Supervisory/Program Manager Status per WAC 388.60 in the domestic violence arena.This is the highest certification that can be obtained in the state of Washington in the domestic violence arena. He is now starting his 14th year of experience in Washington State Certified domestic violence work having been re-certified 6 different times. He is a former member of the Washington State Fatality Review Board for Snohomish County.

         We look at each case that comes to this office and complete a full clinical intake/assessment process based on the merits of each individual situation thus ensuring a fair and informed treatment plan/recommendation per WAC 388.60 and RCW 26.50.150, if any. We do not decide if a person is guilty of a charge, or charges.  
          
          Dr. Todd has substantial experience in working with survivors of domestic abuse, including children, and collaborates with local community resources in doing so. 
He is frequently retained by attorneys/others to testify as an expert in court cases involving domestic violence and has been qualified by courts to do so many times after a review of his experience and educational credentials. 
          
          Dr. and Mrs. Todd work with attorneys and their respective clients, private voluntary clients, as well as court ordered individuals and frequently give public presentations on "family violence" issues to interested community organizations.

         Cynthia L. Peterson Todd, BA
 has also obtained Program Manager/ Supervisory status per WAC 388.60 at Phoenix Counseling Consultants, Inc. and has completed approximately 3,500 hours of direct clinical assessments and or treatment in the domestic violence arena and has been involved in domestic violence work since 2002. 

         Mrs. Todd holds an accredited (HLC-Northwest Commission on Colleges and Universities, and CHEA, as well as the U.S. Department of Education, Bachelor of Arts Degree in Communications from (BA-1980) Washington State University-Pullman, WA and has over 28 years experience in the criminal justice/domestic violence field. She has extensive experience as former Probation Officer/Supervisor of Snohomish County District Court, Washington State Community Corrections Officer, offender case load supervision, assessments for court proceedings, criminal justice counseling and working with survivors of domestic violence in collaboration with community partners. She has also testified in court many times and has experience in completing "in custody" assessments.

Treatment fees can be offered on a sliding scale basis. We are not certified as mental health counselors or chemical dependency professionals and therefore do not complete these types of evaluations, diagnosis or psychotherapy, but work with local providers in doing so. Please feel free to contact as we would be glad to answer any questions you may have.
