Dr. Dale R. Todd is the owner ofPhoenix Counseling Consultants, Inc., a State, Court and DSHS certified domestic violence program located in Everett, Washington. He has obtained Program Manager/ Supervisory status per WAC 388.60 after completing extensive experience and training.
Dr. Todd is a Snohomish County Superior Court appointed Guardian ad Litem (Title 26). He has extensive experience in assessments of families in crisis.
Dr. Todd is a certified MRT facilitator. MRT is a premier cognitive-behavioral evidence basedprogram that combines education, group and individual counseling to assist clients in developing appropriate positive skills to improve their lives.
This office is fully registered and certified with the State of Washington Department of Health/DSHS and meets all standards of WAC 388.60 for completing assessments and operating a domestic violence intervention program.
It is my belief that all persons, men, woman, and children have the right to be treated with dignity and respect at all times and to live their lives free from violence/abuse. Domestic violence knows no boundaries and to that extent I work with persons from all walks of life to promote equality of life without violence involved. Dr. Todd has completed approximately 11 years of college and holds a fully accredited Doctor of Philosophy Degree (Ph,D), in Business Administration/ Criminal Justice Administration from Northcentral University (NCU, 2003 to 2008), of Prescott Valley, Arizona. NCU is fully accredited by The Higher Learning Commission, North Central Association of Colleges and Schools as recognized by both the Council on Higher Education Accreditation (CHEA) and by the United States Department of Education.
Dr. Todd also holds a fully accredited Masters Degree in Public Administration (M.P.A.) and Criminal Justice from City University of Seattle, Bellevue, WA (1989 to 1991), which is also accredited by the HLC-Northwest Commission on Colleges and Universitieswhich is also recognized by CHEA and the U. S. Department of Education. He holds a fully accredited Bachelor of Applied Science Degree (B.A.Sc.) in Psychology from Westmar College, LeMars, IA, (also known as Westmar University), (1975 to 1977) which was also accredited through the Higher Learning Commission, North Central Association of Colleges, and Schools which is also recognized by CHEA and the U.S. Department of Education.
Finally, he has an Associate of Applied Science Degree (A.A.) in Police Science Technology from Western Iowa Tech Community College, Sioux City, IA (1973 to1975).
Dr. Todd is a graduate of the Iowa Law Enforcement Academy (1980), the Correctional Officers, and Correctional Services Supervisors Academy for the Washington State Department of Corrections (DOC) and is highly experienced in correctional counseling. Combined, Dr. Todd has over 36 years of relevant experience including former Deputy County Sheriff 1st Class, Washington State Community Corrections Officer (State Parole Officer), Correctional Mental Health Counselor and Washington State Certified Domestic Violence Counselor. Dr. Todd is a professional member, and a Board Certified Clinically Certified Criminal Justice Specialist (CCCJS), through the National Association of Forensic Counselors.This certification includes verification of accredited educational attainment (Masters Degree), substantial experience in correctional case management/counseling (Dr. Todd completed 4,800 verified hours) and includes competency testing before certification is granted.
As Program Manager Status, per WAC 388.60 in the domestic violence arena, this is the highest certification that can be obtained in the state of Washington. He now has over 16 years of experience as a Washington State Certified Domestic Violence Counselor. He is a former member of the Washington State Fatality Review Board for Snohomish County.
I look at each case that comes to this office and complete a fair and unbiasedevidence based full clinical intake/assessment process based on the merits of each individual situation thus ensuring an informed treatment plan/recommendation per WAC 388.60 and RCW 26.50.150 (if any). I do not decide if a person is guilty of a charge, or charges. Dr. Todd has substantial experience in working with survivors of domestic abuse and collaborates with local community resources in doing so. He has collaborated or been retained by professionals as an expert and offered opinions in court cases involving domestic violence cases.
Dr. Todd works with private voluntary clients as well as court ordered individuals and frequently gives public presentations on "family violence" issues to interested community organizations.

Office hours are by appointment. Counseling fees may be offered on a sliding scale basis. I do not complete mental health assessments or chemical dependency assessments but work with local providers in doing so.
